South Africa Challenges US Data Center Expansion

Advocacy groups in Cape Town are demanding a halt to new data center construction, arguing that water scarcity and energy demands make such projects untenable for local communities.

Civil rights organizations in South Africa have launched a coordinated effort to slow the expansion of data centers owned by American technology giants. This marks one of the first unified attempts on the continent to pause infrastructure development driven by the artificial intelligence boom. The groups argue that the rapid growth of these facilities threatens essential resources already under stress in local communities.

The movement is led by Housing Assembly, a Cape Town-based advocacy group, which is calling for a nationwide moratorium on new data center projects. They assert that the current pace of expansion does not account for the environmental and social costs borne by residents. This push comes as South Africa hosts the highest number of data centers in Africa, primarily operated by US hyperscalers and international infrastructure providers.

Resource Scarcity Fuels Local Opposition

At the heart of the controversy is the competition for water and electricity. Advocates point out that residents frequently face power outages and water rationing, yet massive data centers are being built to serve global cloud demands. Kashiefa Achmat, chairperson of Housing Assembly, noted that these facilities are effectively jumping the queue for scarce resources that local households struggle to access.

The proposed 174-megawatt facilities in Cape Town, linked to operator Equinix, are estimated to consume over four billion liters of water annually. This volume is comparable to the annual usage of 18,000 homes. Given that Cape Town nearly ran out of water in 2018, the groups argue that diverting such quantities to server farms is unsustainable. They are demanding new regulations that force operators to disclose their resource usage and provide tangible benefits to local neighborhoods.

Global Context of Data Center Resistance

South Africa is not alone in this pushback. Data center projects are facing increasing scrutiny worldwide due to their environmental footprint. In the United States, residents in states like Virginia and New York have rallied against these facilities, with New York recently imposing a statewide pause on hyperscale construction. Similar protests have emerged in India and Brazil, where farmers and Indigenous groups are challenging the land and water use of new infrastructure.

Rachel Adams, founder of the Global Center on AI Governance, suggests that this is a strategic moment for African nations. She argues that companies are eager to enter new markets, giving local governments and communities leverage to demand stricter standards. This global trend reflects a growing recognition that the benefits of AI infrastructure must be balanced against local environmental and social responsibilities.

Investment Meets Regulatory Hurdles

Despite the resistance, major investment in the region continues. Microsoft has committed over $300 million to expand its digital infrastructure in South Africa by 2027. Amazon Web Services plans to invest $1.5 billion across Africa until 2029, and Equinix intends to pour $438 million into local facilities. These figures highlight the scale of the AI-driven demand for compute power, which is projected to grow fivefold by 2030.

Equinix maintains that sustainable design is a core part of its construction process, stating it is not an afterthought. However, critics remain unconvinced, citing the sheer volume of resources required. The situation in Kenya, where a proposed gigawatt-scale project stalled due to power concerns, suggests that similar regulatory and community hurdles could delay major projects in South Africa as well.
