Türkiye has outlined a strategy to convert international climate pledges into measurable outcomes ahead of the COP31 summit in Antalya. Environment, Urbanisation and Climate Change Minister Murat Kurum stated that the focus of the upcoming conference is to overcome existing barriers to implementation and accelerate the transition from broad targets to concrete results.
Speaking at the launch of the COP31 Action Agenda in New York, Kurum emphasized that while there is broad agreement on the urgency of the climate crisis, the primary challenge lies in putting available solutions into practice. According to TRT World, the minister highlighted the need to improve access to finance, address capacity gaps, and align technology with investment needs to drive global progress.
Detailed Agenda Structure
The proposed Action Agenda includes ten priority themes, six global targets, and eleven specific initiatives. These cover a wide range of sectors, including energy, industry, urban development, food security, and ocean protection. Kurum noted that the agenda was developed through extensive consultations with governments, financial institutions, and civil society groups to ensure a comprehensive approach.
A central goal of the agenda is to increase the share of electricity in final energy consumption to 35 percent by 2035. This target is supported by the COP31 Global Electrification Initiative, which aims to accelerate the shift toward cleaner energy sources on a global scale. Other key priorities include enhancing climate resilience in cities and protecting marine ecosystems.
Bilateral Climate Cooperation
In New York, Kurum also met with European Commissioner Wopke Hoekstra to discuss strengthening Türkiye-EU climate relations. The minister described COP31 as a strategic opportunity to elevate bilateral cooperation to a more results-oriented level. He expressed readiness to work closely with the European Commission to ensure that commitments are translated into tangible actions during the conference.

COP31 is scheduled to take place from November 9 to 20 at the Expo Center in Antalya. Kurum stated that the city is intended to serve as a turning point for accelerating climate implementation.
