He accused the industry of prioritizing speed over safety, describing the race toward more advanced systems as a dangerous gamble with public safety. These warnings are not isolated incidents. Ang points out that a significant number of professionals in the AI field privately believe that the technology could pose existential risks in the coming decade. This internal anxiety is now spilling over into public discourse, forcing governments to confront the possibility that the technology they are regulating may be more powerful and less predictable than currently assumed.

Governance Beyond Simple Legislation

Addressing these risks requires more than just passing new laws. Ang emphasizes that effective governance is a multifaceted effort involving the creation of technical standards, building institutional capacity, and conducting thorough impact assessments. It also requires robust international cooperation, as the consequences of AI are not confined by national borders. The goal is to create an environment where innovation can proceed responsibly, serving the public interest rather than just commercial goals.

The Limits of Nonbinding Norms

A major hurdle in this process is the absence of a single, binding global rulebook. The UNESCO Recommendation on the Ethics of Artificial Intelligence is a significant step, but it is deliberately nonbinding. Critics argue that this flexibility is a weakness, as it allows governments and companies to ignore international principles if it suits their interests. Without enforceable mechanisms, there is a risk that ethical guidelines will remain aspirational rather than operational.

However, Ang defends the current approach, arguing that the flexibility is necessary because the technology is evolving so rapidly. A rigid treaty might become obsolete before it is even fully implemented. Instead, a adaptable framework allows nations to adjust their strategies as new capabilities emerge. Whether the world eventually moves toward binding international agreements remains an open question, dependent on the willingness of member states to prioritize collective security over individual speed.
