Nigeria's Strategy to Become West Africa's Cloud Hub

A new national policy aims to unlock $750 million in private investment by fixing fragmented government demand and creating a clear path for data sovereignty.
Nigeria is preparing to transform its digital infrastructure landscape through the National Digital Cloud Policy. The initiative targets $750 million in private investment over the next two years, aiming to establish the country as the primary hosting hub for West Africa. The plan addresses a long-standing issue where fragmented government spending and regulatory delays prevented the market from attracting infrastructure proportional to its size.
The country already possesses the necessary fundamentals, including 142 million active internet subscriptions and eight international submarine cables. However, the lack of policy alignment has kept local data center costs high due to unfavorable fiscal treatment of equipment. By consolidating demand and clarifying rules, the government hopes to make local hosting commercially viable and competitive with rival markets.
Initial Phase Focuses on Audit and Baseline
The first six months of the roadmap prioritize establishing operational facts rather than deploying capital. During this period, the federal government will publish implementing directives and submit a data sovereignty framework for presidential approval. A key component is a baseline audit that assesses existing ministry workloads, systems, and skill gaps to prevent duplicate efforts.
This audit is critical because every subsequent migration target and performance benchmark relies on its findings. Simultaneously, the government is establishing an Anchor Capacity Fund. This financial mechanism will provide the backing required to make long-term procurement commitments to incoming providers, reducing the risk for investors entering the market.
Aggregated Demand Drives Private Investment
From month six to month twelve, the policy activates its commercial engine through the National Digital Marketplace. This platform allows Galaxy Backbone to execute anchor offtake agreements on behalf of the government. By aggregating fragmented public cloud expenditure across federal ministries into a unified demand signal, the policy creates predictable long-term revenue commitments. This stability is essential to convince lenders and investors to finance new data centers.
Galaxy Backbone serves as the operational hinge, negotiating volume rates and managing shared platforms. However, the policy explicitly prevents it from becoming a monopoly gatekeeper. Individual ministries retain the right to host data elsewhere if technical or commercial needs dictate, ensuring the market remains open and competitive. Procurement compliance is jointly governed by the Bureau of Public Procurement, NITDA, and Galaxy Backbone.
Tiered Data Classification Balances Sovereignty
Underpinning the strategy is a pragmatic four-tier data classification system designed to balance security with commercial flexibility. Open data carries no hosting restrictions, while sensitive data allows for hybrid hosting with prior approval. Highly sensitive data, such as financial records, faces stricter local hosting requirements. This targeted approach ensures that sovereignty applies to a narrow slice of critical data without constraining broader commerce or innovation.
