Seoul's Data Center Market Tightens as AI Demand Surges

With virtually no spare capacity left in Seoul, developers are looking beyond the capital to secure the power needed for artificial intelligence growth.
The rush to build artificial intelligence infrastructure has reached a critical bottleneck in South Korea. Seoul’s data centers are now operating with almost no room to spare, creating a market where demand far outstrips available space. This scarcity is forcing a significant shift in where new digital hubs can be built, moving the focus away from the crowded capital region toward more remote areas.
According to Cushman & Wakefield, the global commercial real estate firm, this tight supply is not a temporary glitch but a structural reality. The city’s vacancy rate has dropped to just 1.1 percent, matching the saturation levels seen in Virginia, the world’s largest data center market. For investors, this means the era of easy expansion in Seoul is over, and the next phase of growth will depend on finding new locations that can support heavy power loads.
Seoul's digital capacity is nearly maxed out
Seoul’s digital infrastructure is mature but small in scale compared to its neighbors. The city currently hosts 663 megawatts of operational power, which is significantly less than Tokyo’s 1,397 megawatts or Singapore’s 1,068 megawatts. This limited physical footprint means that even modest increases in demand can quickly exhaust available resources. The result is a market where rents remain high and availability is extremely scarce.
This scarcity is driving global developers to look at secondary locations. The primary driver for these new sites is no longer just proximity to users, but access to stable electricity. Developers are now prioritizing land that already has power connections or clear plans for energization, rather than simply choosing the cheapest plots of land in the region.
Power access drives new site selection
The industry is moving away from a model where location is determined by city centers. Instead, the availability of substantial power capacity is the deciding factor. If a site cannot guarantee timely access to electricity, it is largely considered unsuitable for modern data centers. This shift is pushing expansion into rural areas, where land is more abundant and power infrastructure can be developed more readily than in dense urban cores.
This trend is expected to continue as power constraints intensify across the Asia-Pacific region. Companies are willing to trade geographic convenience for the certainty of energy supply. This change in priority reflects the heavy energy requirements of AI workloads, which consume significantly more power than traditional data processing.
High costs balanced by strong returns
Building in Korea remains expensive, with construction costs ranking among the highest in the region. However, these high costs are offset by strong rental yields. Investors are seeing returns on cost between 9 and 10 percent, which makes the market attractive despite the premium price tag. The combination of low vacancy and high rents creates a stable revenue stream for those who can secure the necessary infrastructure.
For many global investors, Korea is viewed as a lower-risk market. It offers consistent long-term returns without the volatility of emerging markets with large but undeveloped pipelines. The trade-off is clear: investors are not pursuing the largest possible scale of capacity, but rather a high-quality, tightly managed asset base that supports the growing needs of AI services.
