Councils Face Budget and Grid Hurdles in EV Rollout

The UK's electric vehicle network is expanding rapidly, but local councils are struggling with funding and infrastructure constraints that delay the arrival of public chargers.

The United Kingdom is witnessing a rapid shift toward electric vehicles, with nearly 1.8 million currently on the road and one in five new car sales being electric. The public charging infrastructure has grown to include over 123,000 devices across almost 48,000 locations. However, this growth must accelerate significantly to meet the government’s target of 300,000 charge points by 2030, a goal that places a heavy burden on local authorities to plan and deploy these facilities effectively.

According to a recent report by Believ, which surveyed 101 local authorities across England, Wales, and Scotland, the transition is facing significant headwinds. While many councils are becoming more confident in their delivery strategies, they continue to face barriers such as limited budgets, restricted access to central government funding, and logistical challenges. These obstacles often stem from grid capacity issues and the complexity of selecting suitable sites that serve community needs without causing disruption.

Budget pressures delay charger installation

Financial constraints are the primary obstacle cited by local governments. Seventy-five percent of councils reported that pressure on their budgets slows down the rollout of new charging infrastructure. Additionally, 63% identified slow or constrained access to central government funding as a major hurdle. These financial limitations mean that even when demand is high, the ability to install new units is often capped by available resources rather than technical feasibility.

Beyond money, physical infrastructure poses significant risks. Among those citing logistical difficulties, 71% reported issues with existing distribution network infrastructure. Another 29% experienced delays of at least six months for new grid connections. This means that a location appearing viable on a map can be rendered unusable due to power availability, permissions, or traffic management complexities, creating a gap between planning and actual deployment.

Phased rollouts build local confidence

To navigate these challenges, many authorities are adopting a phased approach to deployment. Rather than attempting to cover every area simultaneously, which can lead to bottlenecks, councils are focusing on straightforward sites first. This strategy allows them to build a repeatable delivery model and gather operational data. These early successes are crucial for maintaining political and public trust, as they demonstrate tangible progress while complex sites are addressed later.

This method also helps in refining internal processes and understanding actual usage patterns. By starting with easier installations, local authorities can strengthen their operational capabilities. The data collected from these initial phases informs future decisions, ensuring that subsequent rollouts are better targeted to where they are needed most, rather than being driven solely by political pressure or blanket mandates.

Dedicated bays prevent parking conflicts

A critical component of successful deployment is the creation of dedicated electric vehicle charging bays. As the number of cars and chargers increases, ensuring clear access becomes vital to prevent petrol and diesel vehicles from blocking points. Clearly marked and well-designed bays improve convenience for drivers and increase their faith in the network. For instance, in Tower Hamlets, the implementation of dedicated bays has supported both infrastructure deployment and reliable driver access.

These bays serve a dual purpose: they provide reliable access and ensure that public investment is used effectively. By following standards like PAS 1899, councils can create a consistent experience that supports equitable access for all users. However, the practical deployment of these bays requires careful consideration of local context, including parking behavior, dwell times, and accessibility needs, to avoid the very community opposition that can stall projects.
