Waymo Targets 2028 Singapore Launch with Jaguar Fleet and State Backing

Alphabet's autonomous ride-hailing unit is preparing to enter its fourth international market, bringing electric Jaguar vehicles to Singapore in 2028. The rollout is structured around strict labor transition rules and a specific focus on connecting residential areas to public transit hubs.
Waymo has confirmed plans to launch its fully autonomous electric ride-hailing service in Singapore in 2028. This marks the company's first named entry into Southeast Asia and its fourth international market, following initial operations in the United States and recent testing in Japan. The rollout is a collaborative effort with the Ministry of Transport and the Land Transport Authority, signaling a deep integration with local regulatory frameworks rather than a standard tech company expansion.
An initial fleet of Jaguar I-PACE vehicles is scheduled to arrive in the coming months to begin local setup. However, these cars will not be operating autonomously for the public immediately. Instead, trained specialists will drive the vehicles manually throughout 2027. This period is dedicated to mapping the city’s unique road geometry and training the system to handle local conditions, such as monsoon weather, before commercial rides begin in 2028.
Western Launch Zone And Transit Focus
Transport Minister Jeffrey Siow revealed that the service will initially operate in western Singapore, specifically around Labrador and HarbourFront. This geographic detail was absent from Waymo's own corporate announcement. The selected area includes industrial zones with thinner public transport links, distinct from Punggol, where Singapore’s existing autonomous shuttle trials are currently taking place. By targeting this region, Waymo aims to address first-and-last-mile gaps for residents and workers who rely on public transport but lack convenient door-to-door options.
The company positions the service as a complement to public transport rather than a competitor. Waymo cites data from its San Francisco operations, noting that more than a third of riders are picked up or dropped off near transit stations. In Singapore, riders will book trips exclusively through the Waymo app, as no local ride-hailing partner has been named. This differs from the Japan launch, where the service is integrated with the GO taxi app. The absence of a local partner in Singapore simplifies the user interface but limits the service's immediate visibility within existing local mobility ecosystems.
Strict Labor Transition Requirements
A significant condition attached to the approval involves the local workforce. The Land Transport Authority stated that the government will not allow autonomous vehicle deployment to outpace its ability to retrain and support affected drivers. This constraint builds on a manpower transition package announced in July and represents a firmer regulatory guardrail than what Waymo faces in its US markets. This requirement directly impacts the pace of expansion, ensuring that the introduction of self-driving cars does not abruptly displace professional drivers without adequate support structures.
Singapore’s Economic Development Board is also involved in the project, alongside the transport authorities. The initiative aligns with the Singapore Green Plan 2030, which aims to reduce carbon emissions in the transport sector. Waymo estimates that its electric fleet can prevent hundreds of metric tonnes of carbon dioxide from road travel each week, based on figures from its US operations. While these environmental benefits are a key part of the pitch, the primary regulatory focus remains on safety and social stability rather than just environmental metrics.
Competitive Landscape And Safety Standards
Waymo becomes the third autonomous vehicle operator in Singapore, joining ComfortDelGro and Grab. Both existing operators utilize technology from Chinese firms, WeRide and Pony.ai, respectively. Grab recently announced plans to expand its fleet from 10 to 50 vehicles over the next six months. Waymo enters the market later and at a potentially higher price point, betting that its documented safety record in the US will appeal to a market that has already tested alternative technologies. The government has designated Punggol as a test bed for physical AI, with plans for the total autonomous fleet to reach several hundred vehicles within two years.
The technology relies on a suite of LiDAR, radar, and cameras to provide a 360-degree view of the vehicle's surroundings. This sensor array is designed to ensure cautious and predictable behavior around pedestrians, cyclists, and other vulnerable road users, which is critical in Singapore's dense streets. Transport Minister Siow highlighted that Singapore still records one fatal road accident every three days, framing the entry of autonomous vehicles as a significant step toward improving road safety. The success of this initiative will depend on whether the technology can consistently adapt to local driving behaviors and infrastructure within the set timeframe.
